This started out as a boring shot I took while driving home at night. That's a refinery off to the right, and that thing that looks like lightning is a street lamp. The water is done with the Flood Plugin in Photoshop. I tried to shoot some neon last night but was not very successful.

Great shot showing the water and the light movement. I stumbled across this effect, but haven't managed to do much with it.
