Ninebark (Physocarpus opulifolius)

This is a native shrub, but there are various cultivars for sale in nurseries, some with pink flowers. This was photographed in Rockcliffe Park.

I knew from the thumbnail that this was ninebark! I have a cultivated variety with lime green leaves and pretty white blooms that haven't opened quite yet. The birds love the seed capsules and peeling bark for nest material.
