This is one of a pair who are nest-building. They bring tiny amounts of moss and plant matter back to the nest site and spend time arranging each bit carefully. A laborious and lengthy task, and quite impressive.
This photo is also quite impressive! It's a picture perfect pose on a fence with what to me looks like the wall of a red barn in the background. It's a perfect visualization of what I think of when I think phoebe!
