Dwarf iris (Iris lacustris)

This tiny iris, no more than about 4 or 5 inches tall, is a native plant in Ontario. Although not indigenous to the Ottawa region, it grows well at the Fletcher Wildlife Garden where this was photographed. Unlike the native blue flag iris (Iris versicolor) http://www.pbase.com/laroseforest/image/106026160, which grows in damp to wet conditions, this one grows in drier habitats.
