Planthopper nymph ( Metcalfa pruinosa)

Believe it or not, this odd little bundle is a bug. It is the nymph stage of a Flatid planthopper, a very pretty creature (See here for the adult): http://www.pbase.com/laroseforest/image/128144420

The nymph is covered in a waxy coating which is what gives it this odd cottony look.
