The building is open for inspection at certain times. During these times, if the door is shut, you may push to
open it. I think that's what it means. But at other times, presumably the door would be locked. So you would
find out if it was open by pushing it. If it opened, it was open. If it stayed closed, it was closed. Obvious really.
