Hi, thanks for comment. The plain appearance of the tail is due to the backlit photo condition. It you light up the photo you can see that the tail is actually barred.

The curvature to the trailing edge of the wing and the short and entirely plain tail, if real and not artifacts from the photo, would favor juvenile Brahminy Kite. Please consult the article from 2009 by Gjershaug, Lerner and Diserud available on Mrs. Lerner's homepage
