THIS IS AN NGO ESTABLISHED BY LE LY HAYSLIP, WHO ESCAPED THE VIETNAM WAR, OR THE AMERICAN WAR AS IT IS REFERRED TO HERE, AND FOUND A SAFE HAVEN IN SAN DIEGO, CALIFORNIA. ON HER RETURN TO VIETNAM, LE LY SAW THE DEVASTATION AND POVERTY OF THE PLACE WHERE SHE GREW UP AND DETERMINED TO MAKE AN EFFORT TO LIFT THE STANDARD FOR THE VILLAGE PEOPLE OF QUANG NAM WHERE AVERAGE PER CAPITA INCOME IS SOMEWHERE BETWEEN $270 AND $300 U.S.DOLLARS A YEAR.
