I took this shot with my 10-22mm Canon lens. The "effect" here is actually a result of "zooming" while I set off the shutter. Hand-held, I had to zoom it fast enough so that hand-shake wouldn't have too much effect, while at the same time have the shutter slow enough that it would catch the "zooming" effect.
