Too many of the scooter riders seem to think that it's perfectly okay to ride in the middle of any lane at 10 or 15 mph under the speed limit, thus obstructing traffic.

It also begs the question, if I am required to have liability insurance for my vehicle to protect other motorists or pay a large fee to the DMV to operate my vehicle without liability insurance, why aren't scooter riders or better still, bicycle riders? If you want to thump your chest about your "right" to use the road, then you need to own up to your responsibility to insure your vehicle.

I also think that if you're using the road while riding what is essentially a weed-eater, you have no special dispensation to avoid your civic responsibility to help pay for the road and it's maintenance through license fees, registration fees and property taxes.

For as much of a Republican as I am and seek lower taxes and smaller government, I also think that the maxim "play you may, pay you must" should apply to all. If I have to have a license, registration and insurance to legally use the road, so should everyone.
