Hirosaki is an older city, known as the Kyoto of the north. The form of the Neputa is simplier; most design are semi-circular fan shaped, rather than the fantastic 3-d paper sculptures of Aomori or Goshogawara. The decoration is possibly more elaborate, taking advantage of a flat working surface to paint elaborate legendary scenes or characters.
