Legislation prohibits smoking within three metres of an entrance or exit from non-domestic or multiple use buildings.

While designed to reduce the impact of passive smoking, in some areas its had the unintended consequence of pushing smokers into areas without convenient disposal bins.

As a consequence the level of discarded butts has increased.
