That timestamp cannot possibly be right, or the whole of Rochester has moved to the South Pole. It seems to have an early morning vibe to it (based on the way the steam is coming from the buildings) but in a practical sense I suspect that it may be dusk. Whichever, I do like "city in transition between day and night" shots like this.
