We have this down here as well; I don't know who came up with the idea but it's a good one. Having murals on utility boxes beautifies the street scene and GENERALLY makes them less vulnerable to vandalism. (Of course some talentless cockroaches with no respect for anyone will still "tag" them occasionally, but it seems to happen less often with this kind of thing.) However I'd be more worried about the broken windows in the building opposite; apparently that kind of thing os like a magnet for antisocial behaviour.
