Site of the former Sanctuary Village

The City of Rochester, NY is placing a fence to keep the homeless from setting up another tent city. This could cause some people to end up back on the streets. Closing it off really serves no purpose other than to keep people from finding shelter. Sanctuary Village was on an unused piece of land underneath the I-490. The village moved into a temporary indoor shelter in January due to the cold weather. However, the indoor shelter is now closed. Below is a photo taken on 1/1/15 of the former Sanctuary Village.

My initial reaction upon seeing the title under the thumb was that a better location must have been found.
Sadly that isn't the case.

That's sad. I'm sure the City has reasons, safety and sanitary come to mind... but I wish there was a better way.
