By far the best federal agency is the Federal Aviation Administration. In a word their purpose is aviation safety. They do it very well. One of the things they do is issue Airworthiness Directives which are mandatory actions that affect flight safety. Many times they are preceded by an NPRM which is a published proposal for the AD. It allows comment which is good. The procedure takes a while but through it the expertise of the aviation community is applied to each one. Sometimes, however, a deficiency is spotted which is very serious. There is a provision for an Emergency AD which goes into effect immediately circumventing the NPRM process. They don't happen very often but last week there was one. Today there was a minor revision issued. This one affects a large number of Continental aircraft engines and must be complied with before further flight. That means right now. Between us we have six airplanes and, fortunately, none of them have any of the affected engines installed. Air safety is very important and the FAA is the best in the world.
