From a snapshot with no information but judging by the uniforms being worn by some of the guys in the picture I'd be guessing from the early 1940's
It seems to be quite the fire, something burning on the right possibly a collapsed building and the main building is well consumed. Under magnification there does appear to be men manning a hose aiming off to the left, possibly trying to save the next building.
There are also a lot of spectators..
