This device was used to keep a horse's mouth open when cleaning it's teeth. Not sure of the correct name.

Horses have to see the dentist just like people...BIG files are used to smooth their molars. http://www.pbase.com/cits_4_pets/equine_dentistry is the procedure called 'Floating'.
