THIS IS ACTUALLY A THAMES LIGHTER NAMED SIBLEY AND CAN HOLD APROX 100 TONS ITS INTENDED USE WAS TO BE TOWED TO A WHARF OR JETTY IN LONDON & LEFT TO BE LOADED / UNLOADED

Yes, they are towed only. They carry a huge amount of weight, about 200 tons if my memory serves me right.
