I'm with Julian on this. The weathered look is obviously a ruse to disguise the fact that this van is in constant service all over the area. It would not surprise me to learn that the cars that appear to be "blocking it into the corner" are installed on hydraulic lifts that lower said vehicles into ground pits whenever the van needs to "hit the road." Of course the pits have covers to allow the van to drive away unimpeded. The rubbish inside the van is an inflatable ruse that can be quickly deflated and stored under the rack of communications gear.
