Dave, wooden poles can and do decay to the point where they fall down. There is a testing sequence that the engineers who climb the poles follow. One of the tests is to hit the pole with a hammer and listen to the sound it makes. If the pole fails the test, they fix a red D for dangerous to the pole, and report it. As soon as possible the Pole dept. comes along and change the pole for a new one.
