Tom I would guess they had limited options for that bit of ground, and just chose the ramp for convenience, maybe cheapness. And fenced it off because people would walk over it and fall over and sue the owner.
I don't mean the street closest to the camera, but what is the one beside the building that is fenced off and has the angle section going to the right ? Looks like a water spillway etc.

If you turn right here. A short distance along that Road ? is the beach and the sea.
This is a Place called Rottingdean. Face the sea at Brighton, turn left on the coast road and drive along it for a few miles. I forget how many exactly. You see this shop while waiting at the traffic lights.
