Difficult to judge.

A man lives here. He collects rubbish and builds, maintains and enlarges his raft.
I think the old boats are part of his dwelling.
He has been here for many years.
A lot of people would like to see him evicted and his home destroyed to make the place look nice.

Yes. I have a vote for sympathy. I once read something about how the English don't treat other people very well. My Aunt replied: "They don't even treat each other very well..."

Nothing seems to have changed in all these years.

Just looked it up. We lived very close to the perry oaks settlement area at heathrow, but by then it was no longer used.
Drove through isleworth many many times. never stopped. Now I remember why.

Bob, a few hundred yards downstream from this raft is the outlet from the Mogden sewage works. Nobody swims here, trust me.
You can see the place easily in the winter when hundreds of seagulls gather to eat the particles that surface.
My vote is to leave him alone.
He is doing no harm to me.

as his dwelling is not a public health
hazard, I vote against eviction.

If I lived nearby, I'd sign the eviction petition. I've seen better in the rivers of Thailand, and they have extreme poverty as an excuse.
