The design reminds me of irrigation flumes I've seen in eastern Washington. While there are snowsheds in the Sierra Nevada, I think this is not one for the following reasons (slap me if I'm wrong!): 1) Snow sheds usually don't need side walls, but a water transportation system does; 2) Snow sheds along hillsides usually have smooth, slanted tops to allow the snow to slide off, relieving the structure of the weight of the snow; 3) The size of the trees and bushes suggests that this is not tall enough to contain a train; 4) The supporting timbers seem too insignificant to support the weight of a train.

Its a snow roof that keeps snow off the train tracks. Without it, the snow gets too deep
and the track becomes impassable...
