One of the more infamous locations in the Penitentiary is the "Sugar Shack". The ironically named "Sugar Shack" was actually a relatively dark basement room used for indoor recreation during severe weather. With minimal oversight by Penitentiary guards, the Sugar Shack became known for violence, rape, and consensual sexual encounters. The Sugar Shack is only one example of systemic problems that developed within the Penitentiary. Conditions worsened through the decades, ultimately the facility would be ranked by the US Department of Justice among the Top 10 Most Violent Correctional Facilities.
