The regulations enacted after 1912's Titanic disaster ensured that passenger ships carried lifeboats for everyone on board. Wrong. Today's requirements specify sufficient "life saving devices" for all aboard. QE2, and many of today's superships, don't have enough lifeboat seats for a full sailing. They make up the difference with liferafts stowed in white 'pods' and deployed with less grace than a paying passenger would expect.
