Belem Tower is about four stories high.
The only way to the top is up this narrow staircase.
It is only wide enough for one person and a bit claustrophobic feeling.
There is a system of lights that lets you know when you may go up and down.

A bit more time in Lisbon and you might have overcome your fear of high places and claustrophobia 8-) I give you lots of credit for going the places where you had some apprehensions..
