This is what is known as a "Koepe Wheel" named after its inventor Friedrich Koepe. The hoist wire is not wound up on a conventional drum, but is rather just held in place by frictional forces into this recess in the middle.

Note that although it was delivered in 1955, the drum is made of wood !
