To me, the presence of giant oil tanks generally signals an industry that either is in deep trouble (assuming it's not an oil industry itself, of course), has been there or will get there. No environmental laws and low cost of energy during the 1950s and 1960s allowed very inefficient processes to survive. With the 1972-74 oil crisis and following price increase, these industries had either close or make their processes more efficient.
