Stripa mine was processing non-magnetic iron ore, requiring a "wet" process for separation during concentration. Hence, huge quantities of process water was used. This is a "Dorr" to separate waste rock silt from water. I guess what looks like a collapsed tree is the sad remains of some form of roof, protecting against the elements, including obvious sources of contamination, like leaves and tree branches falling.
