This is the Office de Tourisme in Auvilliar, a beautiful town that overlooks the Garronne River in the department of Tarn et Garronne. It is one of my favourite buildings in Southwest France.
I agree, it's a charming building, full of old fashioned personality and with a splendid brick texture. I like the perspective you have chosen for the picture, with the desert street and the street lamp to mark the white empty space on the upper left side.
