I've discovered that I can change the amount of gaussian blur and the high pass filter and change the amount of glow. Not all images are suitable for this treatment, but this one was. The mat color was chosen from the image and the texture added by using a smudge filter in Photoshop (under "Artistic". The outside edge was created by increasing the canvas size by 15 pixels, selecting and copy/pasting it and they using Layer Style/Bevel.
