I wish I could tell you all of what I've done to achieve this effect, which I believe is more powerful than that in the previous image. I know I duplicated the original layer and applied buZZ Simplify. I believe I used fine edges filtration...also Curves to increase the saturation and the unsharp masking to define the edges more.
