Not sure exactly what it is called, but this has always been on our property and was placed there by the water company.

There was a pipe break just outside our community which required turning off our water from 8am to about 6pm yesterday and I can only assume that when water service was resumed it was required to flush the system and that this water flow is part of that effort.
