Sanctuary has many meanings - yet here the church seems to be providing a haven but the sleeper is not welcomed inside.

I see this all the time at church doors. It's sad but probably a good bet being almost inside a church, for being safe as one sleeps. The cheerful colors make this very incongrous as compared to the reality of the subject matter.
