It looks like the blade was removed from something where it slides (because of the friction marks).
Hair trimmer blade?
It could also be a plate from a sewing machine.

It's not a cheese grater, and it's not a bottle opener. That serrated edge must serve some purpose, but I'm still mystified. I won't look at the answer...not yet anyway!
