Well, as best I can tell, these folks drove up to the edge of the surf to either recover or launch the boat. Then they got stuck. The boat was dragged to shore while they waited for a tow truck to show up and hook up a cable. When I shot this, it was getting a little dicey.

I think the guy waving his arms, as if frantically calling for help, really makes this shot. That and the excellent lighting.
