Lucis Art type of process done in Adobe Lightroom.
Export into Photoshop.
Mask the horse and rider.
Then use Curves Adjustment Layers using the inverted mask to get
the look you want. In this case, darken the background.
With the background selected (inverted mask), used a Bightness/Contrast
Adjustment Layer to make the image pop more.
Vignette added, but no Paint With Light (PWL) on this one.
