Sodium vapor lighting resulted in a WB that was
way off.
Converted image into LAB mode and adjusted the A and B
Channels in a curves adjustment layer.
Converted back to RGB and adjusted further with Selective
Color Adjustment and Hue/Sat Adjustment layers.
Also applied a blue filter (82) in Photo Filter Adjustment Layer,
then used the mask to bring back color in the bottom of the image.
