I just read Shirley's thread about noise and Neat Image, so I got the demo version and ran this image through it's default settings. I think the result is an improvement.

I did push it a lot, but I rather like the effect. Those really are blue wreaths at street level (with holes in the middle). The photo was taken through the windshield of a car that was coming to a stop for a red light, then the light turned green! The raw image had enough potential for me to see what could be coaxed out of it. So, I've taken my best shot at it.

Its a nice scene but I think you have pushed the exposure a tad too much in PP, or maybe that's the effect you were going for?
