Dave, I agee, the statement makes sense.
However, a person who is so stupid that they do not know that they have to eat and drink to stay alive is unlikely to be able to read and understand aforementioned sign.

The authorities are probably tired of having to rescue idiots who lack common sense. This is a politically correct (non-offensive) way of saying so.
