OK, I went wild here. (grin) I selected Miss Murphy and then inverted the selection to capture the background. I made an adjustment layer and used a Blend Mode of Burn to get the intense coloration.

Unfortunately then Murphy ... ahem... paled by comparison. So, I again inverted the selection, so that only she was selected. I copied this into a new layer and used Difference for the Blend Mode. She became a black blob! I then added a new adjustment layer (for this selection only) and used Levels to bring up the white and blue markings.
