Cholla cacti will produce fleshy leaves around areas of new growth. The size and number of these leaves depends on the recent weather conditions. In this case, we are in the middle of a pretty wet summer monsoon season with lower than average temperatures so the cacti are growing pretty quickly. As soon as things dry out and the temperatures climb back into the low 100's, these leave will disappear.
