This festival was supposed to be held on International Children's Day.
The local Governor heard about it and wanted to attend however he was all
booked up and asked us to postpone for a few days. It then turned into a
political ball-game as the two parties providing funding couldn't come to an
agreement. We end up going it alone two weeks later with great results.
