Just as an experiment I tried some 30s seconds exposures. This was the best one.
There was some lights at the side of the road, really not much light and 60s would have been required. And of course a bird that doesn't move. But not even an owl can sit still for 30 seconds. Possible a 10s exposure could be successful, but some more light will be needed then.
