The white line beside the parked car indicates free resident parking privilege, as proven by a card placed on the dashboard. Blue lines are for paid parking. You then insert euros into a single 'parcometer' on the block & receive a ticket which you likewise place on the dash.
The graffiti are the work of idle youth, not deprived but not employed either in the present economy. Their favorite surface is a freshly restored one.
