'Guardia Civil' at the façade of the COMELEC ("Commission on Elections") Office Building.
In the early days (maaaany decades ago!), this used to be the Customs' Office.

On March 12, 2007 this very building burned down completely - two months before elections are held on the 2nd week of May!
Later I'll try to get hold and post another picture of THE SAME SCENE as the fire razed the place to oblivion ...
