This is one of the strangest phonomina I have observed. It appears to be frost that is created right on the edge of freezing. My guess is that cracked stems siphon up water that is frozen when it reaches the atmosphere. While freezing, it pulls up more water that in turn freezes, etc. You get these odd ribbons of frost, that twist and turn into interesting shapes. #1697
