Channel Mask the Blue Channel to get a selection
Load selection from above and dodge sky pure white
Selective Color Adjustment Layer>target white>change to sky blue color
Apply clouds via cloud brushes
Curves Adjustment Layer>apply slight "S" curve
Paint With Light.
Clone out branch through head.

Could look good if worked on original size from camera...
