Isn't the Bear a popular depiction/representation of Germany (this is our second encounter with it)?
I remember the Berlin Bears which were decorated by different countries and displayed all over the city about two years ago,
much like the current "MonaCows of Monaco" http://www.pbase.com/carinoza/principality_of_monaco as seen here.
